The foreign fiancé(e) must be engaged or contracted to marry a US citizen. The US citizen and foreign fiancé(e) must prove that they have met in person within the last two years, unless they belong to a culture in which they may not meet until their wedding day or it would cause extreme financial hardship for the parties to meet in person.
